====== Tenebrian Law ====== ===== Legal Tender ===== Merchants and Citizens of the Vein freely use and accept many different forms of currency that is used in the empire, but the tensions between Krovil and Maradov have caused a Currency exchange to be necessary should you wish to buy anything within each metropolis. Both Krovil and Maradov consider their currency more valuable so you can expect to receive only Eight Fangs or Staves for ten of the opposite currency while you are making an exchange. This 'tax' discourages too much cross travel between the two cities. ==== Krovil ==== Krovil has teeth and fangs **Teeth** (1KT) Worth about 1 Copper. a small thin triangular coin with a central hole at its center to allow for easier carrying in large quantities. **Fang** (1KF) Fangs are bank notes infused with blood with delicate embossed designs the Bank notes come in 1, 5, 10, 20, 100 and 200 denominations ==== Maradov ==== Maradov uses Wands and Staves **Wand** (1MW) Worth about 1 Copper. A narrow hollow tube bead of a silver coin with twisting coiling runes etched into its edges. **Stave** (1MS) Worth about 1 Silver. A set of silver-gilt bills that gleam and shine like moonlight absolutely covered in seemingly shifting designs. The Bank notes also come in 1, 5, 10, 20,50,100,200 denominations ==== Blood ==== one vial of blood is worth 5 fangs or 5 wands __Blood Storage__ **Vials** (1 hp) **Capsules** (2 hp) **Canister** (5 hp) **Blood Purse** (10 hp) (Note: extracting 1 hp of blood from a host for the purpose of blood collection will cause exhaustion and a temporary drop in max hp) ===== Crime and Punishment ===== ==== Tenebrian Law ==== - All Subjects of the Tenebrian Empire are bound to decrees issued from the Hartspire Throne. Regional Laws must not supersede imperial rule. - Any being reanimated within the empire must register with the 'Ministry of Persistence' by the end of the next pulse to receive documents that grant them Imperial rights and protections for the undead. - All Necromancy is forbidden unless the user has appropriate registration and permission slips for their thralls. Documentation may be obtained from the Royal Academy of Sanguine or offices of the Ministry of Persistence - Mortals Citizens are subject to a blood tithe to the Crimson Vault by the end of each seasonal festival. ==== Laws of the Vein ==== - Reanimated dead within city limits are considered legal persons unless deemed hostile. Punishment for an assault on our undead will be double. - Due to structural concerns no rituals involving three or more participants may be conducted on the lower arches. ==== Laws of Krovil ==== - Possession of more than a quarter of a pound ( 113 g) of silver is prohibited by law. - Import of silver objects and currency is forbidden. - Daylight Curfew - Citizens are prohibited from being in public spaces during curfew hours Curfew hours are subject to change throughout the year and announced by warning bells. Violations will result in fines, Blood penalties or temporary confinement in a light sealed holding chamber. - Enforcers of the Night Court enforce the curfews, blood levy compliance and other laws. It is composed mostly of Vampires but has a proven loyal day-guard patrol composed of high ranking mortals. - Vampire feedings must be preceded by a signature of consent within the vampire's blood passport. Unauthorized feedings are considered blood theft - Vampires May feed on mortals without proper documentation only on festival nights. - Schools, Hospitals and Orphanages are sanctuaries. Any attempt to feed in these locations regardless of ongoing festival activity or blood passport signatures is a crime. - Blood for service registry. Mortals may enroll in a program that allows payment, housing or protection in exchange for regulated feedings. - If a mortal is killed during the process of a feeding it is considered second degree murder subject to the following possible punishments: - execution if their blood passport is unsigned - blood starvation and public branding - seizure of property and title === Vampire Siring === A vampire may sire a maximum of three progeny unless they have received a Writ of Legacy from the Grand Prince. - All attempts must be registered with the Night Court - Unregistered siring will result in the destruction of progeny and suspension of feeding rights - In event of progeny perishing during the transformation process a review tribunal of the Night Court will determine if appropriate efforts were made to improve chances of success. - Siring more than three progeny without a writ of legacy is considered an act of treason. === Martial Law === In times of unrest or threat the crown may invoke Martial Law to a region or the entirety of Krovil. - Curfews are extended and only licensed or supervised individuals may appear in public - Smugglers of Silver may be executed on sight without a trial. - Gatherings of more than three mortals are prohibited - Acts of Protest or Resistance are considered sedition - Additional Blood Levies may be raised - Enforcers of the Night court have full jurisdiction to arrest interrogate and sentence violators of the law without restriction. (Martial Law has only been enacted once in the entire history of Krovil. It occurred during an attack from Maradov back before the Tenebrian empire formed. It became known as the Pulse of the Hollow Vein. The mere whisper of martial law is usually enough to silence dissent among mortals of Krovil.) ==== Laws of Maradov ==== - Spellcasting requires registration with the Maradov Arcane Regulatory Bureau (MARB). Unauthorized spell-casters face imprisonment or forced conscription. - All Devices utilizing blood as a fuel must be approved and branded with an approved inventor's guild sigil.
